摘要:隨著第三次產(chǎn)業(yè)革命的開始，信息技術(shù)成為這次產(chǎn)業(yè)革命的動(dòng)力,對(duì)城市經(jīng)濟(jì)和社會(huì)的發(fā)展變得十分重要。對(duì)于現(xiàn)代一座城市的發(fā)展,信息化建設(shè)正在起到越來越重要的作用,因此在推進(jìn)一個(gè)城市的信息化成為了時(shí)代發(fā)展的必然。在城市信息化建設(shè)一段時(shí)期,有效地對(duì)該座城市信息化水平進(jìn)行準(zhǔn)確地測(cè)度和客觀地評(píng)價(jià),了解這座城市的城市信息化發(fā)展情況、化發(fā)展趨勢(shì)和發(fā)展策略，這對(duì)于推進(jìn)該城市的城市信息化工作,促進(jìn)城市全面、健康、可持續(xù)發(fā)展具有非常重要的意義。 本文從徐州市城市基本情況出發(fā)，通過運(yùn)用城市文獻(xiàn)法、個(gè)案研究法、信息研究方法、統(tǒng)計(jì)學(xué)法和系統(tǒng)科學(xué)方法等相關(guān)學(xué)科理論和分析方法,提出徐州市信息化指標(biāo)體系構(gòu)成方案，在理論研究的基礎(chǔ)上對(duì)徐州市城市信息化發(fā)展策略制定提供參考并作出評(píng)價(jià)，并著重圍繞徐州城市信息化水平測(cè)度和評(píng)價(jià)問題,從現(xiàn)實(shí)社會(huì)經(jīng)濟(jì)生活中搜集相關(guān)數(shù)據(jù),確定具體分析指標(biāo),建立評(píng)價(jià)模型,并提出推進(jìn)城市信息化的對(duì)策。通過研究和論證，對(duì)徐州市城市信息化發(fā)展采取針對(duì)性措施、糾正偏差、建立起徐州城市信息化發(fā)展的長(zhǎng)效機(jī)制和激勵(lì)機(jī)制等一系列問題提出了建設(shè)性的意見和建議，對(duì)促進(jìn)城市信息化工作健康有序開展，推動(dòng)徐州市社會(huì)、經(jīng)濟(jì)、文化，科研、教育等實(shí)現(xiàn)跨越式發(fā)展起到積極作用。 關(guān)鍵詞：城市信息化；徐州；指標(biāo)體系；測(cè)度；評(píng)價(jià)；策略
Abstract:Along with the starting of the third industrial revolution, the information technology has became the power of this industrial revolution, and the importance is increasing apparent to the development of social and economic in cities.Today,the development of cities, more and more depends on their information building, so it has been a inevitable requirement to promote information technology for cities.The cities informatization is the driving force of urban modernization and internationalization,and it can solve many problems effectively encountered in the city’s running.For a city,after the city informatization builds for a period,exactly estimating and objectively evaluating the level of the city informatization, and understand the development of the current situation,and the development trend,and the development policy of a city’s informatization,it’s great significant to to forward the job of a city’s informatization,and promote the the city’s sustainable development. In this paper,based on the basic information of Xuzhou city, with the theory and methods of regional economics,city economics,information economics,statistics and other related disciplines, putting forward the consist project for Xuzhou informatization index system,on the basis of theory researching ,providing the reference and making the evaluating for the development policy of Xuzhou city informatization, and with emphasis on the evaluation of Xuzhou city informatization level,I collect relevant data from the real social and economic life, determine the specific analysis of indicators,establish an evaluation model,and proposes countermeasures to promote city informatizarion.After the researching and demonstration,I put forward some constructive opinions and suggestions for the long acting regime to take pertinency steps,correct the deviation to develop Xuzhou informatization,it plays a positive effect to promote the healthy developing for the work of the city informatization,so that it will help the social economy,culture,scientific,education of Xuzhou to develop by crossing steps.
