摘要：發(fā)展社會(huì)主義民主政治，建設(shè)社會(huì)主義政治文明，是社會(huì)主義現(xiàn)代化建設(shè)的重要目標(biāo)。政治參與是現(xiàn)代政治文明的本質(zhì)特征，促進(jìn)社會(huì)主義民主政治的必然要求，而迅猛發(fā)展的網(wǎng)絡(luò)政治參與又是公民政治參與的重要渠道之一，對(duì)于把握和引領(lǐng)社會(huì)主義民主政治發(fā)展的方向及進(jìn)程具有重要的意義。本文分析了其對(duì)社會(huì)主義民主政治建設(shè)的影響，探究了公民網(wǎng)絡(luò)政治參與存在的問(wèn)題，并就如何促進(jìn)公民有序、合理的網(wǎng)絡(luò)政治參與提出對(duì)策建議。 關(guān)鍵詞： 政治參與 社會(huì)主義民主政治 網(wǎng)絡(luò)民主
Abstract：Development of socialist democratic politics and building socialist political civilization are an important goal of socialist modernization.Political participation is the essential characteristic of modern political civilization, and promote essential requirement of socialist democracy, and the rapid development of online political participation is an important channel for political participation, one of grasp and guide the direction of development of socialist democratic politics and processes of great significance.This article analyzes the construction of socialist democratic politics, the impact of online political participation of citizens to explore problems and how to promote the orderly, rational political participation in the network proposed in this paper. 通過(guò)互聯(lián)網(wǎng)，民眾進(jìn)行網(wǎng)絡(luò)政治宣泄、網(wǎng)絡(luò)政治選舉、網(wǎng)絡(luò)政治結(jié)社等政治活動(dòng)；行使參政議政、進(jìn)行民主監(jiān)督、參與公共管理等民主權(quán)利。當(dāng)前，網(wǎng)絡(luò)已經(jīng)向政府管理、政治制度、國(guó)際關(guān)系等各個(gè)方面滲透，對(duì)傳統(tǒng)的政治活動(dòng)規(guī)則形成了全新的挑戰(zhàn)，由公民網(wǎng)絡(luò)政治參與而產(chǎn)生的網(wǎng)絡(luò)民主已成為促進(jìn)我國(guó)民主政治進(jìn)程的重要力量。 然而，網(wǎng)絡(luò)政治參與在我國(guó)發(fā)展還不成熟，在發(fā)展過(guò)程中凸顯了一系列問(wèn)題。其中，既有網(wǎng)民在參與過(guò)程中存在的代表性、秩序性、合法性和非理性等方面的不足，也有政府在引導(dǎo)和使用過(guò)程中存在的反應(yīng)能力弱、引導(dǎo)不規(guī)范、體制不完善等方面的缺陷。如何解決目前公民網(wǎng)絡(luò)政治參與在發(fā)展過(guò)程中遇到的難題以更好地發(fā)揮其在社會(huì)主義民主政治建設(shè)中的效用值得我們做進(jìn)一步探討。
