摘要：民生問題是關(guān)系著人民生存和發(fā)展的基礎(chǔ)性問題，也是黨和國家一直高度重視，著力解決的問題。以馬克思主義哲學為依據(jù)，黨和政府在多年的革命和建設(shè)實踐中，通過維護民權(quán)的途徑較好地解決了民生問題，因此，民生問題的實質(zhì)是民權(quán)，解決民生問題的途徑是通過推行民主政治，維護人民政治權(quán)利，鞏固人民主體地位，進而實現(xiàn)其各方面權(quán)利。 關(guān)鍵詞:民生問題;民權(quán);民主政治
Abstract：The issues of people’s livelihood are the fundamental problems of the survival and improvements of people, at the mean time, the Party and the governments pay a lot of attention to it, and try their best to solve the problems. Base on the Marxism, the Party and the governments successfully solved the issues with protecting the civil rights during its years of revolution and construction. Therefore, the essence of the people’s livelihood problems is the issues of the civil rights protecting. So the key to the problems is to prompt the democratic politics and to protect civil political rights. 隨著改革開放事業(yè)的推進和深化，民生問題也逐步凸顯出來。其實質(zhì)是國家在推動改革的過程中，出于主客觀原因，尤其是條件的缺失和階段的制約而產(chǎn)生的民權(quán)維護的缺失。對此，急需以維護民權(quán)的途徑改善和解決民生問題，尤其是通過繼續(xù)推進民主政治完善民主制度，以此作為解決民生問題的方法路徑，真正解決深埋在民生問題下的民權(quán)問題，從而真正實現(xiàn)人民民主并滿足人民的物質(zhì)文化等方面的需求，從根源處改善民生。
